While I think this is an excellent move by the commission as far as addressing complete nonsense, leaving it to the discretion of the ref simply replaces bad written phrases with the subjective opinion of a human which could be considered a worse option. Oh well, Rome wasn't built in a day.

Why not get rid of the whole hand thing and make it that only kneeling/sitting/prone fighters are down? The hand down thing is only ever used to draw fouls and product in the stupidest manner possible. Glad the ref can tell you to go pound sand if you're playing that dumb ass game.

This is very true, and I could see some confusion/controversy coming out of scenarios when a ref did or didn't tell a fighter he could knee his opponent. Or the fighter just not hearing the instruction in particularly loud arenas. Even so, gotta like the ABC acknowledging that this rule needs to be altered/fixed in some way.
