This is a question that is harder to answer last year but right now , for me, the answer is easy It is bellator! Last year, before they announce that Strikeforce was bought by UFC, it should be a really really hard question but right now that Strikeforce main division, the heavyweight, will be shut down, bellator really has the edge.

I'd also go with Bellator FC. Strikeforce still put on great fights but it just doesn't feel the same with them being connected to Zuffa and the UFC. Plus with alot of the top fighters crossing over into the UFC the biggest name being Overeem who was the SF HW champ at the time, it's only a matter of time before Strikeforce will deteriorate imo. I think just the fact that Bellator FC is it's own individual organisation puts them that little bit ahead of SF being that they don't have the stranglehold of Zuffa over their heads. Bellator also put on great tournament style events for each division and season which is very fun & exciting to watch. All in All Bellator FC gets my vote.

Bellator for the simple fact that they have consistent events that keep them in the publics minds. Strikforce barely has events

I'd go with none of them to be honest. Bellator is great, but plenty of their fighters have little to no experience. I'm not taking away anything from guys like Mike Chandler, but that seems to be what Bellator attracts a ton of. He just happened to be a lot better than people realized.
I kind of feel like there isn't a promotion that stands out above the others. Each one has things about it that are better than the others.
TPF has washed up veterans doing everything they can to stay in the sport. I love that.
Bellator has guys you would have liked to have seen in the UFC and guys that are brand-spakin' new. I love that.
Strikeforce has the bigger names and some quality female fighters. I love that.
DREAM has the best production value. I love that.

Personally I've always liked Bellator more.
Strikeforce may have had more talent (though I'd argue they had more talent in the HW weight classes and Bellator had more talent in the LW classes), but for me I really like the tournament format.
The best thing about Bellator is that its something different. Rather than just a watered down UFC.

IMO what you just explained is the fact that Bellator builds their own talent while Strikeforce usually used washouts from the UFC or guys who had their orgs close on them.
