I was wondering why the twister wasnt pulled off on anybody before Leonard Garcia, is it hard to do on bjj tournaments, better with gi no gi? im curious

first time i have seen such sub on mma

It's illegal in most grappling/bjj tournaments because the Brazilians are always hating on Eddie.

That has absolutely nothing to do with why it's illegal in a lot of tournaments. It's a fairly dangerous submission and they are trying to protect people.

Not extremely dangerous if you know what you're doing (don't give back, if you do protect yourself from rear naked or twister).

Not a lot of fighters go for it obviously cause it's a hard technical move to pull off if your opponent still has energy. Attempting it might cause you to lose your position so not many people go for it.

If you wrench on it fast you could do some serious damage to someone's back/neck. I'm well aware that BJJ is inherently dangerous, but taking this move away in competition is no different than only allowing leg attacks to be used by purple belt and up. If you don't know exactly what you are doing the chance of injury is pretty high.

I was joking about the hating on Eddie thing, but there really is at least a grain of truth to it. Also, it's no more dangerous than any other crank it's more the fact that it can be classified as a spine lock and virtually no tourneys allow spine locks except for a few catch as catch can competitions.

All the local tournaments where I live (not run by Brazilians I live in MN) prohibit cranks of any kind, and the the Twister is considered a neck crank/spine lock as you said. I just competed in a tournament last weekend, and we were told specifically that it wasn't allowed. I don't know how people can say it's not a more dangerous hold than say an armbar or triangle choke. If you injure your neck or spine that's clearly worse than injuring your arm or leg, or getting choked out.
