You push on the hips, the knees and some times what ever you can get your hands on. for me the shrimp isnt really to move away from your opponent, its to manouver underneath? them to create space and angles for leverage. not sure if im right i think the plant foot one is correct

I think I'm confused. What do you mean in-step vs outstep?
The two ways I've learned are:
A) Keep both legs straight. Draw one up to your but. Shrimp your hips towards that planted leg and past it.
B) Both legs up. Drop one. Shrimp towards the leg that is still up.
I think A is superior. I'm not sure if I'm answering a different question though.
