He doesnt look well to me. Not trying to be nasty but he kinda looks like he has some kinda disease and has tried to cover up how ill he looks with fake tan or make up or something!

Definatly looks like he is cutting weight in that pic. Probably right before a weigh in
EDIT: I dont have a pic but Rich Franklin always looked like this before a weigh-in at 185. Nothing serious just a bunch of water weight.

ah thanks a lot I thought Jay Heiron moved up to 185 for the fight so I thought he was still a MW.

man that made me laugh.
It looks to me like he's just very dehydrated, probably from cutting weight as others have said. I think it looks worse on him than most people because he has high cheekbones, and sort of a bony face in general.
