So the "case for cruiserweight" is just because Brock is stronger? Is the answer "strength divisions" instead of "weight divisions"?

All things being equal, the larger man always wins.

Brock Lesnar is stronger because he is bigger. He is the first truly huge (LEAN size) fighter to make the 265 cut.

The size difference allowed in the HW division is too big really. It was only like this originally because there was never any talented fighters that big. And if they were 265+ they were not lean and probably slow. That has all changed with Lesnar.

155 160 165 170 175 180 185 190 195 200 205 210 215 220 225 230 235 240 245 250 255 260 265

What about the HW's that are a lean 235lbs-255lbs? These are far too big for LHW, but still get out weighted by Lesnar by 30lbs! (Thats nearly two weight divisions!)
