Dana White has confirmed on multiple occasions now that he intends to have BJ Penn and Georges St. Pierre fight each other if St. Pierre beats Jon Fitch at UFC 87. However, it's never been clear if Dana was willing to let BJ Penn hold two titles at once. There are obvious problems with that sitiuation, the primary one being that with one guy holding both, each belt could only be defended once or twice a year.
This is not confirmed, but a fan over at The Underground says that BJ Penn was on a Hawaiian TV station and spoke about the fight:
they will be fighting this december 27.(source is bj penn his self on hawaii local news) the fight will not be a title fight but its going to be announced as "battle of the weight divisions". if all goes to plan hopefully gsp will still be holding the ww title after they fight in december and bj will move up and fight gsp in hawaii for the ww belt.
The only reason I'm willing to buy this is that it gives them an opportunity to do a meaningful rubber match if Penn wins. The downside is that the "battle of the weight divisions" will probably only be a 3 round fight.

If BJ doesn't poke GSP in the eye this time, 3 rounds should be sufficient for him to TKO BJ.

i don't really like this idea at this point. i would like to see bj fight a few more guys in the lightweight division, and stay there for the long term. he is better suited as a lightweight. i think a year and a half to two years from now this would be great, just not right now. at that point if they are still winning their fights this would be great.

GSP may or may not win...but I definitely don't see him winning by anything but a decision. If anyone finishes the fight, it would be BJ...and if it's 3 rounds, it would definitely be in his favor.

What is the point if its not a WW title shot? All it is going to do is stall out the lw title picture a little more. Make it a title fight or for get it.

Obviously you missed the Jay Heiron fight, but it will be tough to KO BJ.....I see this one going to a close decision, but im undecided on the winner at this point...

This is Dana's special announcement, I'm guessing...

Yeah, you gotta look all the back to...er... his LAST FIGHT.
Will not take anywhere near 3 rounds for GSP to wipe the floor with the mouthy, arrogant lil' punk. GSP in 1 by TKO.

Might I also suggest that you tone it down a bit with the fighter bashing...
